Judge Racklas is captured and replaced with Ridley so that he can pass sentence on Princess Lana and have her locked away.

Comments/Clarifications:

How they can shift the blame for all of Mother Brain's crimes to Lana and what sort of court and legal system they have, I'm not even going to get into.

It's worth noting that Mother Brain is racist. Or speciesist. Or whatever. She claims that all the members of Ridley's race look alike although Samus easily identities Ridley as a different person from Judge Racklas.
